Subject to relevant sections and rules of the law of the
Institute, a person shall be entitled to be registered as a
member of the profession if: -
(a) he passes the qualifying
examination for registration recognized or conducted by the
Council under the Decree and has completed the practical
training prescribed; or
(b) he holds a
qualification granted and for the time being accepted by the
Institute and satisfies the Council that he has had sufficient
practical experience as a member of the profession; or
(c) he holds a
qualification granted outside Nigeria and for the time being
accepted as adequate for the practice as a Public Analyst in the
country in which the qualification was granted, and he qualifies
for registration as a member in any of the categories specified
in section 4 of the Decree.
Applicants for registration under the law shall, in addition to
evidence of qualification, satisfy the Council that he/she: -
(a) is of good character;
(b) has attained the age of
twenty-one years; and
(c) has not been convicted in Nigeria or
elsewhere for an offence involving fraud or dishonesty
CODE OF CONDUCT
In view of the unique and sensitive role of the Public Analysts
in determining the quality and safety of consumer goods amongst
other functions, IPAN law made provision for the establishment
of Ethics and Regulation Committee to monitor the practice of
Public Analysts. Any professional misconduct is handled by
Investigation Panel and Disciplinary Tribunal.
A Public Analysts is expected in all circumstances to subscribe
to the following framework:
Ø
reflect a personal character that commands the
respect of his client and that of the Public at large;
Ø
spare no effort or resources in availing himself
at all times, of any opportunity to improve his knowledge and
skill in the profession;
Ø
employ the best available technology in his
laboratory and other operations to ensure that the client gets
the best value for his fee;
Ø
as a scientist, seek and project the truth no
matter whose interest may be affected;
Ø
accord the highest priority to professional
competence and integrity in all his dealings, seek to enhance
the image of the profession by promoting espirit-de corps
among his professional colleagues;
Ø
never knowingly engage in or accept a
responsibility or arrangement in which his business or other
interests may come into conflict with his professional
judgement; in all cases of doubt he must err on the side of
public good and/or safety;
Ø
maintain in strictest confidence, any information
that may come in his possession in respect of his client’s
products or processes and must not divulge such information to
third parties except with the express permission of the owners;
Ø
is forbidden any advertisement of skill,
competence or facilities save as may be reasonably expected in
professional journals and similar media.
